In April of 2001, Los Angeles voters passed Proposition A, which provides $1.24 billion in general obligation bonds for new construction, repairs, improvements and upgrades to the nine community colleges within the Los Angeles Community College District.

In December 2001, Swinerton Management & Consulting, Inc. was selected to manage all new construction and renovation projects for Pierce Community College as part of the Bond Program. The $166 million allocated to Pierce will be utilized for construction of a new technology center, science building, cafeteria/conference facility, a 600-car parking lot, and a covered arena, along with renovations to almost every building on campus.
